Collierville, Tennessee MUNICIPAL SCHOOL DISTRICT FAQs

Collierville MUNICIPAL SCHOOL DISTRICT FAQs

WHAT IS ON THE JULY 16, 2013, BALLOT?
The July 16 ballot will include a referendum on whether the Town of Collierville should be authorized to create a municipal school district, which includes raising and spending the required amount of local funds to meet Collierville’s financial obligation for school funding, established by state law.

WHAT IS THE REFERENDUM QUESTION?
“Shall the Town of Collierville create a municipal school system that shall meet the standards of adequacy established by applicable State law and regulation, which standards include raising and spending each year the required amount of local funds for the operation of the municipal school system that, for calculation purposes only, would at least be equal to the amount that would be raised through a fifteen cents ($.15) tax levy on each One Hundred Dollars ($100.00) of taxable property for each year if all such taxes were collected?”

DOES THE TOWN PLAN TO INCREASE THE SALES TAX OR RAISE PROPERTY TAXES?
No. On August 2, 2012, citizens of Collierville voted in a referendum to support an increase in the sales tax from 2.25% to 2.75%, which would be used to meet the funding requirement for a new municipal school district. There is nothing on the July 16, 2013, referendum ballot that would increase the sales tax or the property tax.

CAN COLLIERVILLE AFFORD TO START ITS OWN PUBLIC SCHOOLS?
Yes. Tennessee laws require that taxes collected for schools must “follow the children.” The municipality’s public schools would receive at least the same state and county funding as the county’s schools in Collierville currently receive. In fact, approximately 94% of the funding needed to operate a municipal school district comparable to the current system would come from county, state and federal funds. The balance would be covered from the half-cent sales tax increase that citizens voted for last summer.

WHAT AUTHORITY WOULD A COLLIERVILLE MUNICIPAL SCHOOL DISTRICT HAVE?
A Collierville Municipal School District would operate independently of any county or unified school district. A municipal school district would ensure local control of Collierville public schools. It would establish the right of Collierville citizens to elect a municipal board of education that would appoint a superintendent for the Collierville Municipal School District.

WHEN AND WHERE CAN I VOTE?
The official referendum vote is scheduled for July 16, 2013, from 7 a.m. to 7 p.m., at your assigned voting precinct. Early Voting is July 6, 2013- July 11, 2013. Weekday voting will take place from 10 AM - 7 PM and Saturday 10 AM - 4 PM. Sunday there will be no voting. Location: 575 W Shelton Rd, Collierville TN 38017.
